Established in 1979, the Pennsylvania Driving Under the Influence Association ("PA DUI Association") is a non-profit organization working to address the problem of driving under the influence at all stages including enforcement, prosecution, punishment, and rehabilitation. The goal of the organization is to eliminate impaired driving. The Association is divided into four geographic regions which serve all members of the Pennsylvania DUI Association.
In 2013, the organization reported $1,681,036 in total revenue. Executive compensation totaled $212,913 and other salaries and wages totaled $542,117. DUI defense attorneys in Pennsylvania have criticized the association for taking counter-productive positions on some issues, especially issues related to enhancing the penalties and expenses for a first DUI in Pennsylvania.
The association provides technical assistance and support to alcohol-highway safety professionals. Many of the services are supported by a technical assistance contract administered by PennDOT. The Pennsylvania Department of Transportation’s Bureau of Highway Safety and Traffic Engineering is responsible for Pennsylvania’s Highway Safety program.
PennDOT is involved in activities directly related to alcohol-highway safety programs for professionals in Pennsylvania including highway safety issues such as:

The DUI Victims’ Memorial Park, is Pennsylvania's first statewide park for DUI victims. Dedicated on October 2, 2003, the park is located in front of the Pennsylvania DUI Association’s headquarters on Front Street in Harrisburg and overlooks the Susquehanna River.
The park is a place where Pennsylvanians can remember and honor their loved ones by arranging to have an engraved brick placed in the garden. More than 2,100 names are engraved on bricks in the garden.
On December 11, 2012, the Pennsylvania DUI Association brought its Moving Victims Memorial to Scranton, PA, as part of the annual Lackawanna Susquehanna Office of Drug and Alcohol Programs Candlelight Vigil and Holiday Reception. The Candlelight Vigil was held in conjunction with MADD, The Lackawanna County District Attorney’s Office, and the Wells Fargo Bank.
The Moving Memorial is housed in a 30-foot trailer. The interior of the trailer replicates an outdoor setting in tribute to the original DUI Victims Memorial Garden in Harrisburg, PA. It features a hand painted garden scene and a 25-foot wall printed with over 1,000 names of DUI Victims of crashes from across the Commonwealth of Pennsylvania, that have been honored in the PA DUI Memorial Garden.
